With an announcement that combines financial support with stringent conditions, Washington has committed $2 billion to support United Nations emergency relief programmes. However, this funding was accompanied by a blunt warning for the international body: it must "change or face irrelevance."

The official, President Trump's Under Secretary for Foreign Assistance, delivered the announcement together with the United Nations' emergency relief chief.
